Do you see the lights? Prioritization analysis of lighting for transportation safety.

Through a partnership between the DOT, Highway Patrol, and other state and local partners, Florida has a goal of reducing traffic-related fatalities and serious injuries to zero. Transportation agencies across the country are all focused on this vital objective, which has become critical with the continuation of dangerous trends in crashes. Within FDOT's District One (Sarasota-Naples-Lakeland region), and enlightened approach has been taken to assess potential safety countermeasures of the roadways. Using the DOT's linear referencing system, features from the roadway characteristic inventory (RCI), traffic count data, speed limits, and crash report attribution, business rules were identified and applied. A relative risk score was determined with a configured toolset within ArcGIS Pro for roadway segments based upon the absence or presence of lighting assets. This provided an input to help identify and prioritize potential locations for safety lighting countermeasures to be applied to reduce the risk of crashes. Various other safety related datasets that were involved in the assessment which included signal head visibility, signalized intersections, pedestrian crossings, and more. The spatial and temporal analysis of transportations datasets will be explored and evaluated in an effort to provide a concept to enhance safety and reduce serious and fatal crashes.
